PROFESSIONAL EXPERIENCE:

Panama City Police Department

1999 to Present

2009 to Present – Field Services Captain.  I am the section head of uniformed services, which includes Patrol, K-9, Community Services, Traffic Unit, Marine Unit, Reserves, Crossing Guards and the Explorer Program.  Provides oversight and management of all uniformed functions and personnel.  I provide crime analysis for emerging patterns and trends, as well as developing an organized tactical response to help reduce and eliminate criminal activity.    I am also responsible for working with community and business partners to help develop strategies for crime prevention.  Currently authorized a sworn complement of 64 personnel. 

2008 to 2009 – Community Services Lieutenant.  I was responsible for supervising 3 squads with a span of control 15 sworn and 5 non-sworn.  I supervise the traffic unit; community services unit, SRO’s, DARE and station officers.  I am also responsible for planning and executing the special events such as parades, dignitary details and festivals for the city.

I also manage all the extra duty contracts and assignments for sworn personnel.

2006 to 2008 – Field Services Sergeant.  I was responsible for supervising a shift of 6 officers with span of control increasing to 12 at times.  Oversee major crime scenes and ensure their protection and notification of investigative services, crime scene and chain of command dependent upon event.  I also perform administrative duties, handle citizen complaints, conduct employee assessments/reviews, and issue lower level discipline.

2004 to 2006 - Training/Recruitment Sergeant.  I was responsible for all in-service training of all sworn personnel.  Also serve as the point of contact for advanced training classes held by many organizations.   Currently hold active instructor certification with FDLE, as well as the NRA.  Also an instructor in the following disciplines; firearms, defensive tactics, patrol rifle, tactical handgun, TASER, O.C. Spray, Verbal Judo.  I am also the applicant coordinator where I process, screen and conduct background investigations for all police officer applicants.    I also serve as the coordinator for the Field Training Program.   

2002 to 2004 – Corporal in Field Services.  I was responsible for assisting the squad Sergeant in all administrative duties.  Also served as a Field Training Officer and Traffic Homicide Investigator. 

2001 to 2002 – Detective in Criminal Investigations.  Responsible for the investigation of all felony crimes, to include both property and violent crimes.  Completed major case files and applications for both arrest/search warrants.  Also acted as spokesperson on several news stories

2000 to 2001 – Traffic Enforcement Specialist.  Duties included traffic enforcement and public education initiatives.  Also certified as a child safety seat technician.  Also served as a Traffic Homicide Investigator. 

1999 to 2000 – Officer Field Services.  Responsible for the patrol response to calls for service, as well as the detection/apprehension of offenders.

Panama City Beach Police Department

1991 to 1995 – Reserve Officer Field Services.  Responsible for foot and vehicle patrols in a community resort.  Served as a squad leader and worked the area with the two largest nightclubs supervising up to 7 additional reserve and auxiliary officers.  Supplemented patrol when manpower was needed and during off season when officers took vacations.

1987 to 1990 – Reserve/Auxiliary Officer.  Responsible for working special events, high school football events during the season, as well as logging on average over 80 hours per month in patrol. 

JUVENILE JUSTICE EXPERIENCES:

1999 to 2005 Worked with the Bay County Teen Court Services.  Duties included giving talks to the juveniles in the system to educate them on alternatives to committing offenses.  Also served as a moderator for the court proceedings as well as completed contracts with the defendants.  I also supervised their assigned weekend work details to ensure compliance with their contracts. Accompanied teens on their jail visits and boot camp visits.

1999 to 2002 Volunteer in ASAP (After School Assistance Program)  Provided educational talks to children on the dangers of drug use, lack of seatbelt usage and other topics.  Also helped at times to mentor and assist in their homework assignments.

1999 to 2000 Assisted department D.A.R.E. officers during presentations as well as D.A.R.E. graduation. 

COMMUNITY SERVICE:

2011 – Appointed to the Panama City Homeless Task Force.

2010 – Member of the Homeless Framing Workshop held at Gulf Coast Community College.
